Road-Legal Quad Bikes – Everything About the Rules and Regulations

Want to take your quad bike onto public roads? Then it needs to be registered and meet specific requirements. Powersportcenter clearly explains your options, which driving licence you need, and what to look out for when buying a registered quad bike.

When Are You Allowed to Ride a Quad Bike?

The rules depend on the type of quad bike. In the Netherlands, quad bikes are officially classed as three-wheeled motor vehicles or placed in another vehicle category. ⚠️ There are six possibilities:

  • Quad bike not approved for public roads (private land only)
  • Quad bike approved as a four-wheeled moped
  • Quad bike approved as a three-wheeled motor vehicle
  • Quad bike approved as a passenger car
  • Quad bike approved as an agricultural or forestry tractor
  • Quad bike approved as a slow-moving motor vehicle

Quad Bike Not Approved for Public Roads

If your quad bike isn’t approved for public roads, you may only ride it on private land, such as your farm. A quad bike like this has no registration. To move it to another location, you’ll need to transport it on a trailer. In agricultural areas, short trips are sometimes tolerated by the authorities, but this is not permitted as standard. ⚠️

Quad Bike Approved as a Moped

A quad bike can also be approved as a four-wheeled moped. In that case, moped rules apply:

  • Minimum age 16
  • Moped licence (AM)
  • Helmet required
  • Registration required

Quad Bike Approved as a Three-Wheeled Motor Vehicle

Is your quad bike approved as a three-wheeled motor vehicle? Then these rules apply:

  • Minimum age 18
  • Registration required
  • Licence A (motorcycle), A with code 80, or B (obtained before 19 January 2013) ⚠️
  • Helmet or seat belts required

Quad Bike Approved as a Passenger Car

Some heavier quad bikes are approved as passenger cars. In that case, you must:

  • Be at least 18 years old
  • Hold a category B (car) licence
  • Have the vehicle registered
  • Wear a helmet or use seat belts

Quad Bike Approved as an Agricultural or Forestry Tractor (T Registration)

Many quad bikes are used as agricultural vehicles. The rules:

  • Minimum age 16
  • Category T (tractor) licence
  • The quad bike must be registered (T registration)
  • Maximum speed 25 km/h ⚠️
  • No helmet required

Quad Bike as a Slow-Moving Motor Vehicle

A quad bike can also be classed as a slow-moving motor vehicle:

  • Minimum age 16
  • Category T licence required
  • No registration required ⚠️
  • Maximum speed 25 km/h
  • No helmet required

Which Licence Do You Need for a Registered Quad Bike?

Type of approval Required licence
Moped quad AM (moped licence)
Three-wheeled motor vehicle A, A with code 80, or B (obtained before 19-01-2013)
Passenger car B (car licence)
Agricultural vehicle (T registration) T (tractor licence)
Slow-moving motor vehicle T (tractor licence)

Quad bikes without road approval may only be ridden on private land and do not require a licence.

Can My Quad Bike Be Registered?

To be registered, a quad bike must meet the legal approval requirements. There are two types of homologation:

T registration (T3 homologation): The quad bike is approved as an agricultural vehicle. The rider needs a category T licence. Not permitted on motorways and provincial roads. ⚠️

L7e registration: The quad bike is approved as a passenger car. ⚠️ The rider needs a category B licence. Free access to almost all public roads.

Not all models can be registered straight away. Some used or older quad bikes need to be modified to meet the inspection requirements.

What Are the Requirements for Registering a Quad Bike?

The technical requirements for approval are set out in the Dutch Vehicle Regulations (Regeling voertuigen), Chapter 5, Section 5. ⚠️ These include requirements for:

  • Lighting
  • Brakes
  • Reflectors
  • Seat belts (where applicable)
  • Maximum speeds

Get Your Quad Bike Registered in 3 Steps

Step 1: Check your quad bike’s approval
Is your quad bike already approved as an agricultural vehicle (T registration) or passenger car (L7e registration)? Or does it still need to be modified before inspection? ⚠️

Please note: we are unable to convert older quad bikes that were not approved for registration from the factory.

Step 2: Apply for registration with the RDW
Register your quad bike with the RDW, the Netherlands Vehicle Authority. ⚠️ Inspection requirements include lighting, brakes and indicators. Powersportcenter can guide you through the entire process.

Step 3: Hit the road!
With the right registration and licence (T or B), you can ride your quad bike on public roads safely and legally.
